Benchmark of State Governance in the New Era: Implications and Measurements of People's Sense of Obtain

Abstract: Xi Jinping’s remark of “sense of obtain” embodies the concept of people as the center of development. It is a novel (conceptual) tool for accurately grasping the major contradictions of the new era of socialism with Chinese characteristics and promoting comprehensive reforms. It is also a benchmark for good state governance in the new era. In the original context of China’s authoritative texts, “sense of obtain” is the organic combination and concise expression of subjective and objective elements such as reform and opening up, economic and social development, social justice values, and people’s income. This article defines the meaning of the “sense of obtain”. Afterwards, a comparative study is mirrored on the theory of “relative deprivation” in which “sense of obtain” is divided into “horizontal sense of obtain” in the spatial dimension and “vertical sense of obtain” in the time dimension. Based on statistics of 2004/2009/2014 national citizens’ values ​​and the 1991/1996/2000 International Social Justice Project survey, it provides a measurement of “sense of obtain”, “horizontal sense of obtain”, and “vertical sense of obtain”. Research shows that in the Chinese society during the transition period, the people's “sense of obtain”, “horizontal sense of obtain”, and “vertical sense of obtain” have steadily risen within 10 years, and they have presented a landscape of “horizontal sense of obtain” > “sense of obtain” >“vertical sense of obtain”. Obviously, this model helps to understand why the transitional society of unbalanced supply can maintain long-term stability. At the same time, the people's "horizontal sense of obtain" shows a pattern of differential order, which is manifested as high "horizontal sense of obtain" with close groups and low “vertical sense of obtain” with unfamiliar groups. Compared with western countries, the similarity of the distribution of "horizontal sense of obtain" between Chinese and Japanese people may be due to the influence of the Confucian cultural circle. Finally, after excluding the influencing factors of generation replacement, the trend analysis confirms that the “sense of obtain” of each generation of generations are steadily increasing, and eventually the level of “sense of obtain” in the society as a whole has steadily increased.
