To enhance the regulation on the use of official and individual seals in our unit and to ensure that our operation is legitimate, reasonable, safe, orderly, and effective, we draft the regulations on seals use, following the regulations on seals enacted by the university and taking our reality into consideration.

    I The definition of the seal

      1.      Examined and approved by the university, Beijing Municipal Public Security Bureau, and Ministry of Education of the PRC, the legitimate seal our unit engrave is “Institute of State Governance Studies, Peking University”, number as 1100000255994.

      2.      Person in charge: WANG Puqu, signature seal.

   II Safekeeping of the seal

      1.      The seal should be kept by the director of executive office or designated to a person and must not be used by someone without authorization.

      2.      The seal should be well kept. If something unexpected happened to the seal, the accidents should be reported to leaders and related departments in time. If the seal is lost, the keeper should report to the local police and make a declaration that the seal is invalid in the newspaper.

   III The use of the seal

• The examining and approval. All the documents must have the signature of the director or the branch director on them before they need the seal print. When using the signature seal, one must get its keeper’s approval.

      2.Registration process. The seal user should register time, reason, approver, user, and the number of the seal print. If necessary, the copies of the documents should be kept for checking.

      3.The seal must not be taken out of office for using.

      4.The seal must not be impressed on blank recommendation letters, blank forms, or notes.

   IV The management of the seal

   The seal should be kept by specially-assigned person. If the keeper of the seal need to travel, he must transfer the seal to the chief manager who assigns the keeping task to another person. The handing –over process should be registered in written documents. The contemporary keeper should be responsible for the seal.

   V The items not mentioned above should follow the university regulation

   Those who violate the university regulation or this regulation should bear the liability according to the regulations.

   VI Supplementary provisions

   This regulation shall come to effect from the date of promulgation.
