The three-dimensional (FAC) model and index system is a new exploration, which is conducive to the promotion of the “Chinese Standards” for the overall evaluation of China’s university think tanks and even new think tanks with Chinese characteristics. It creates a favorable environment for competition of think tanks in Chinese universities so as to encourage and promote innovation and development. It can also contribute to the formulation of "Chinese standards" and the reconstruction of think-tank layout in the fierce competition of global think-tanks.
