Since the reform and opening up, along with the changes and development of the economy and society, the awareness of the rights of our citizens has been continuously awakened. The demands and aspirations of their political participation have increased rapidly, and the practical activities of political participation by citizens have shown a tendency of continuous expansion. The party and the government respond positively and effectively guide this. In 2002, the party’s 16^th National Congress made a strategic plan to “enlarge the orderly political participation of citizens.” The Party’s 17^th Congress and the 18^th Central Committee of the Third Plenary Session also constantly proposed we must increase the orderly political participation of citizens from all levels and in all fields. In his speech to mark the 60^th anniversary of the founding of the National People's Congress in 2014, Xi Jinping also emphasized the need to “enlarge the civil orderly political participation at all levels and in all fields”. In order to implement this strategic goal, our governments at all levels have made many efforts and explorations in practice. We have adopted many more effective policies and measures to satisfy citizens’ demands for political participation, effectively safeguarding economic development, political stability, and social harmony. Therefore, from the perspective of the practical experience of China during its nearly 40 years of reform and opening up, is China gradually developing a unique trajectory of expanding citizens' orderly political participation? If the answer is yes, then how do we explain and explain it theoretically, and enrich and expand it to make it a Chinese program? This requires us to sum up experience and theoretical sublimation, and to provide a more scientific and effective path of choice and practice for the further realization of the country’s strategic goal of expanding citizens’ orderly political participation, and provide more useful theoretical guidance and experience the country’s governance modernization and the development of socialist democracy.
