Abstract: After the basic goal of a moderately prosperous society in contemporary China was basically achieved, it will be transformed from the period of national construction to the period of national development. In national development, the rise of China and the realization of the Chinese dream have become the core connotations. However, with the rapid advancement of the country’s development process, the country’s internal conditions and the external environment have undergone profound changes. The country’s territory has inevitably encountered severe security issues. The ever-increasing territory and security issues have also led to a sharp increase in border security risks faced by the country and a tightening of the security situation in the country's borders. This situation in turn has had a profound impact on the national development and has become the new normal. Under such circumstances, it is an inevitable requirement and important task for the national development and a modernization of the state governance system to adjust the concept of the country’s territory according to the requirements of the times, to objectively and accurately judge the security situation of the country’s territory, as well as increase the intensity of the governance of the territory’s security.
