Reform Path Selection of Problem-oriented Administrative System- taking Beijing as an Example

  A good reform plan must be based on an accurate judgment of real problems. In real life, the problems we perceive are often only the representation of deep-rooted problems. Our understanding of problems is often influenced by factors such as the angle of observation, the concept held, the knowledge and ability of observers, and the information we have acquired. When we analyze social and public issues that are directly related to our immediate interests, we inevitably have colored glasses, leading to deviations between our subjectively identified issues and objective existence. Therefore, in real life, we believe that problems that we must fully deal with and seriously solve are often not truly objective issues.
