The Third Plenary Session of the 18th CPC Central Committee put forward that "finance is the foundation and important pillar of state governance." This is a standpoint put forward at a high level of history and theory, and has a very important long-term guiding significance for the current fiscal reform. But the question is, how should we understand this and how can we combine it with our actual financial work? This is a key issue facing the current financial sector. Only if we understand it clearly and theoretically, can we be able to translate it into a guide for our actions, so that it does not end up empty words. It is in line with such an idea that I start with the connotation of state governance, trying to explain why finance is the basis and important pillar of state governance from the three structural dimensions and hoping to form a logically self-consistent framework for understanding.
