   Dr Ruth Dixon is a Research Fellow at the Blavatnik School of Government and an associate member of the Department of Politics and International Relations, University of Oxford. She has been appointed a Parliamentary Academic Fellow for 2018-2019. 

 

Coordination of Central, Devolved, and Local Government in the UK

   The United Kingdom (UK) was created by the union of four separate nations: England, Scotland, Wales and Northern Ireland. Over the past century, and particularly since 1999, policy-making powers have been devolved to Scotland, Wales, and Northern Ireland by the central (UK) government. Nevertheless, the UK remains a very centralized state. This talk will describe the organization of the UK at central, devolved, and local levels. It will discuss how the centre of government uses the ‘tools of government’ (Hood and Margetts, 2007) to coordinate, influence, and control the other levels. Empirical comparisons of the costs and quality of government at different levels show that this strategy leads to considerable convergence across nations and levels of government. This talk draws upon Dr Dixon’s research for her book with Christopher Hood “A Government that Worked Better and Cost Less? Evaluating Three Decades of Reform and Change in UK Central Government” (Oxford University Press, 2015).

 

The Law-Making Role of the UK Parliament

   UK laws are proposed and drafted by the ruling government, but they must be scrutinized and approved by Parliament. Both the (elected) House of Commons and (unelected) House of Lords can make changes to a law as it passes though the various parliamentary stages. Laws rarely pass through Parliament unchanged and are sometimes much altered. The reasons for these changes will be discussed in the light of theories of information asymmetry, drawing on recent empirical analysis by Dr Dixon (Dixon and Jones, 2018).

 

Quantum information technology and its implications for E-commerce and E-government

  Quantum information technology combines two important 20th century ideas, quantum mechanics and information technology, to produce a new field with profound implications for communication and computation technologies.  This field was largely theoretical during the 1980s, but during the 1990s simple “proof of principle” demonstrations were performed in physics laboratories.  In the 21st century these ideas are starting to be developed as technologies with applications in the real world.  China is a world leader in quantum communication, which enables completely secure communication for high-level government uses such as military and diplomatic messages, but has paid less attention to quantum computing.  Quantum computers will have many useful applications in science, such as in the design of new medicines, but could also be used to break the cryptographic security used on the internet.  Constructing a full quantum computer will make all current internet security obsolete, and will also destroy all current methods for providing secure electronic signatures.  This will have huge implications for computer security, for current systems of E-commerce, and for recent plans in many countries for E-government.
